Solution to the Error
We open the Registry Editor and follow the path below to get to the relevant place.
HKEY_CURRENT_USER\Software\Microsoft\Office\xx.0\Common\SignIn
We find the SigninOptions value, double-click it, write 0 in the Value data and exit by clicking OK. If there is no “SigninOptions” here, you can create a DWORDK as 32 bit. Then, we close the Outlook program and open it again. You can try adding an account again. The problem will be solved.

Note: The SignInOptions setting controls whether users can provide credentials to Office using their Windows Live ID or the user ID assigned by their organization (Org ID) to access Office 365. This setting can be configured using the following values:
0 = Allow both IDs
1 = Microsoft Account only
2 = Org ID only
3 = Users cannot sign in with either ID
